About Park Development Partners
We are a full-service real estate firm focused on industrial property development, leasing and management. We offer build-to-suit and speculative construction properties in Northwest Indiana.
Our principals are Jeff Smoke and Mike Kelly. Jeff is a veteran of the real estate investment and financing industries, where he has helped guide several speculative bulk warehouses and build to suit options totaling over 1,000,000 SF. Mike is a well-regarded general contractor with roots in the Chicago area, who has completed commercial projects ranging in value up to $50 million. Together Mike and Jeff bring clients more than 50 years of combined real estate financing, development and general contracting experience.
Mike and Jeff are passionate about helping companies move their businesses to Hammond because of the substantial cost savings and ideal location. Mike has firsthand experience having moved his warehouse from Chicago to Hammond in 2017.

Jeff has earned a reputation as an effective team builder and solutions provider who delivers on-time, on-budget results, while following through on tenant promises–including help in obtaining tax abatements and other financial incentives. Besides co-owning Park Development Partners, he also serves as Director of Development at Great Lakes Capital, where he has facilitated ground up development solutions for Fortune 100 companies and delivered more than 750,000 square feet of spec industrial lease space in the past two years alone. Jeff focuses on Industrial development as well as dynamic mixed use developments that combine retail, office and multifamily for a true live, work and play environment.

Mike Kelly
Managing Partner
During his decades-long contracting career, Mike has earned a reputation for being trustworthy, transparent and attentive to clients’ needs. Clients know Mike as someone they can count on to deliver win-win outcomes, regardless of project size or complexity–from cleanroom construction to brownfield sites. Mike consistently provides a high-quality product, finished on time and within budget. As owner of Kelly Construction and Design, he manages projects throughout the Midwest and nationwide, including industrial, office and multi-family construction.
